College not returning original documents.

I discontinued my course after the 1st semester and followed all required procedures: Submitted discontinuation application on 21/04/2025 Personally filled discontinuation pro-forma on 14/08/2025 Paid all applicable fees (receipts attached) Despite this, the college has refused to return my original documents. I have already sent multiple emails on 26/08/2025, 29/08/2025, and 01/09/2025, but no response has been provided. This action is in direct violation of UGC Guidelines, which clearly
