You can submit an email complaint in addition to a physical complaint to the Superintendent of Police or the Commissioner of Police. Please include any supporting evidence you may have, such as photographs, videos, or details of witnesses.

The police has conducted a pre investigation before actually registering an FIR and has closed your complaint because they think there is no prima facie case. You can still avail the option of filing a private complaint before the concerned magistrate through an Advocate seeking directions to register an FIR. Just make sure that the you've collected the receipt of giving police complaint and also a letter/email to the Commissioner of Police before approaching the court by way of Private Complaint.
