Cheated - Part amount collected- Balance amount to be collected or FIR

Sir,
I was cheated by a professional cheater who subsequently absconded. Then I lodged complaint with the police. After a long struggle, we managed to produce the culprit before the police. The culprit confessed his cheating and returned back the part of the cheated amount and promised to pay in 10 days time. But he did not turned back and absconded.
2 years have passed and the police closed the case unmindful of the pending amount. I continue to lodge the complaint but the police do not care about it. I ask them to file FIR. But they refuse to do so.
In this juncture I need the legal advice to proceed further.
