You may give POA to someone in your circle who is residing in India to pursue the matter on behalf of you. For that you can connect with an advocate to draft and execute the POA. Else you have to then present to pursue the matter.

You just need to sign the vakalatnama that will give your counsel the authority to act on your behalf. And as far as the physical presence is needed that will also be handled as the court here also works through VC. For more legal assistance I am just a call away.

You should resubmit the missing Aadhaar and photo as advised by DLSA-West, since without completing formalities your application will not proceed. Strong evidence helps at trial, but procedure must be followed first. Free legal aid lawyers are competent and appointed by the Legal Services Authority. If you are abroad, you can execute and attest a Vakalatnama at the Indian Embassy/Consulate and send it to the lawyer in India. They can guide you on whether a scanned copy will suffice initially, with the original to follow. No need to travel to India only for this step.

In dlsa, submitting the documents required a physical signature also that's why the LAC asked you to come physically. Tell him your situation and asked him any alternative way and I'm sure that he will provide you that one .

If you are abroad and unable to appear personally before the DLSA, you should write or email the concerned DLSA explaining that you are presently outside India, cannot afford travel or a private lawyer, and request that your matter be considered through video conferencing or email communication. Mention your willingness to verify documents electronically or through a notarized copy, and ask whether you can authorize someone via Power of Attorney to act on your behalf. You may also send a copy of your email to the State Legal Services Authority (SLSA) and the National Legal Services Authority (NALSA) requesting their intervention since NALSA guidelines permit flexibility for applicants facing genuine constraints.
