Can person file sexual harassment case for sending message in a group

If the Respondent has send messages/jokes/video to a common Whats app group created by the Respondent for his Team and those jokes/videos/messages are not intended towards any specific individual, then can any of the group member (complainant) file a SH case.?

In lieu of, non bailable offense any private person can take cognizance of such crime ( according to CrPC u/s 43 and CrPC u/s 41 police can rearrest him ). I would like to understand which kind of jokes/videos/messages. The digital material can be evidence u/s 67A of Indian Evidence Act 1872. In case of above said jokes/videos ... etc., are to defame somebody's reputation then anybody in the Net can file case against IT Act 2000 u/s 66/66A ... etc.,
