Can FIR be filed 8 months

There was a motor cycle accident on 25.07.2016 at about 8.15 p.m. at Ranchi where my 17 years old grandson - only child of my daughter (single mother) was killed. Accident was caused by the child's father and uncle. We were in traumatic state of mind and could not take any step in police station. Father and uncle of the child did not lodge any FIR since they are the perpetrators of the accident. Only a casual Sanha was lodged and the case was hushed up. Offending Car disappeared. Motor cycle used by the child was got released from Police station by father and sold without forensic test. Now can we lodge F.I.R. ? Whether F.I.R. can be lodged at Bokaro Steel City as now my daughter has moved from Ranchi to Bokaro Steel City? Rnchi and Bokaro Steel City both are in the state of Jharkhand. My daughter's relation with husband is strained for 16 years. Also we have since filed Divorce
