Can a minor be arrested under POSCO act

Whether a child a 14 years old can be arrested under pocso act 3/4 ,IPC 376, and IPC- 89/2018 without medical proof of rape ?
Yes minor can be arrested in allegation of any rape or modesty of a girl or woman. But not go to remand custody in the jail. Must be send to child observation home. And not treat as a criminals. For more information you can contact me.
