Boy insulted me in front of people can I file complaint

I have a doubt. I am a student and a few days ago one male student, who is one year senior to me, shouted on me. he is very dominating and quarrel with everybody. He shouted on me, said "tum chup karo" by pointing his index finger. When I told him not to shout on me he told me what he do not care for anyone and I can't do anything (he said, "kya kar logi, mai kisi ka care nehi karta hu").He also insulted me in front of the whole lab. So I want to know can I complain against him in our institutes women cell, which is actually made to prevent female harassment.
Yes, you can approach the college women cell against this. You may give a written complaint to them and the college would take necessary steps. Inquiry would be conducted and if the person is found guilty then he would face punishment

Yes you can make complain before concerned authority as well as head of the institute both by writting and also take the acknowledgement of both the complain from the concerned authority. I hope your problem will be solved
