blackmail and extortion by an individual I am NRI passport seized

I am an NRI. I was recently a victim of blackmail and extortion by a certain individual . That person seized my foreign passport and OCI card and blackmailed me to pay him a ransom to give me back my documents . Unfortunately the ransom has already been paid to this individual. I want to know if i can report this matter and is there any way for me to get my money back?
you can file a case with the concerned magistrate under section 200 crpc with the concerned magistrate having appropriate jurisdiction and you can issue warrants for cheating and atrocity and other acts committed by them
