Arrest under 498A is this family court or criminal court matter?

The legal service authority gave report to register an FIR only on me. Is this report binding on police or can they include some other names? In 498a, can police deny to register an FIR on the basis of lack of evidences? If FIR is registered, can we avoid arrest? Is 498a a family court matter or criminal court matter?

Section 498 A is criminal matter , if you have knowledge that FIR is likely to be lodge against you without any evidence , you can approach to hon'ble sessions court for obtaining anticipatory bail which hon'ble court always grant on merit.
