Argument with Policemen regarding Seat belt

Hi,
Today my car was stopped by a policemen who was in traffic police white and blue dress. He asked me for car papers and when i showed everything with confidence sitting inside my car. He said why you were not wearing seat belt, i said i am wearing it. He said that you wore this after seeing me, i saw you. I was shocked and said sir there is some confusion. Definitely i touched my seat belt as soon as i saw the policemen but it was to check that i have it or not and it was natural. Also if it was about the seat belt then why didn't you tell me this in the first place when i asked him why i am stopped.
For all my arguments he said, give 500 here or you need to pay 1000 rs in the court. I am driving car from last 10 years and i don't have a single fine for seat belt. I told him this and said that i will not pay anything as i have every doc and i am wearing the seat belt also. After 15 mins of argument, he printed a challan and kept my RC and asked me to get RC from court.
Pls Advice.

You can report that challan to the Dcp traffic. Make a proper complaint and visit Dcp Traffic of your area .he will call that policemen to his office and if proved he can cancel that challan also. otherwise wait for three months after three months the challan will be dispatch in the court and threre you can explain to the illaqa magistrate he has the power to dispose the challan and you can negotiate the fine also if you want .
