Accused proclaimed & going abroad & police not arrested accused

The accused person is Proclaimed and the police is not working properly to arrest him and he is going to abroad how can he be arrested
You can write an application to concerned area Acp/DCP as well an application can be moved before concerned illaqua magistrate informing the matter upon which the magistrate can take cognizance of th e matter and direct SHO to arrest the accused and restrict his exit from country.
