498a did not receive summon from district court how to quash case

It is around 17 months over I got bail for 498a case but still neither I did receive any chargesheet from court nor court able to frame the charge. So shall I approach to high court to quash this case ?
The time limitations for filing Charge Sheet is 3 years from the date of institution of the case, you should contact with your conducting Layer regarding the marit of the FIR then you should go for Quashing the same. Only non submission of Charge Sheet is not a good ground for Quashing the proceeding.
