19yr old Boy and 15yr old girl Kissing

Dear people,
Say a guy has fallen in love with a girl who said shes turning 17 soon. She lied and is turning 16 soon only. Say that guy will visit the girl. What can they do and what cant they? Is hugging a sexual act? Kissing? French kiss?
What else would they have to be aware of?
The girl contacted the boy first.
