What to do small retailers are facing pressure of cartelisation

hello lawrato small retailers are facing pressure of cartelisation of big retailers and distributors , they are forced to sell stock on 5% above purchase price , the margin of 5% is fixed by big retailers and distributors and that is called MOP (MECHANISM OF OUTWARD PRICE). Big retailers doesn't wants to face competition & wants max profit but small retailers want competition because they have equal right to establish themselves in the market. now if a small retailer is not following MOP or selling goods below 5% margin then the association fines that retailer & forces all distributors to stop the billing of that small retailer who is not following MOP or selling goods below 5% margin now the right of small retailer to decide selling/outward price is stanched , isin't it is a kind of unfair trade practice & a harm to the savings/pocket of public of india. the product costing 100 would have been sold for 101(or on retailer's choice) , but is sold for 105 due to cartelisation
