For Mobile DME / Compressed Gobar Gas (CBG/Bio-CNG) Plant project in 18,584 villages in Gujarat, you mainly need these registrations and permissions: 1. Company Registration Private Limited Company / LLP / Partnership GST registration MSME Registration (optional but useful) 2. Land & Local Permission NA Permission (if agricultural land) Gram Panchayat / Municipality NOC Factory License (for big plant) 3. Pollution & Environment Permission Gujarat Pollution Control Board (GPCB) Consent to Establish (CTE) Consent to Operate (CTO) These are compulsory for biogas/CBG plants. 4. PESO Approval (Very Important) For gas storage, compression, bottling, cylinders, transport etc., you need approval from Petroleum and Explosives Safety Organisation (PESO). 5. Fire & Safety Fire NOC from Fire Department Safety audit and emergency plan 6. Gas Cylinder & Bottling Permission If you fill gas in bottles/cylinders: Gas Cylinder Rules License Cylinder testing & filling approval from PESO 7. Explosives / Pressure Vessel Permission For high-pressure storage tanks and compressors: SMPV License (Static & Mobile Pressure Vessel) from PESO 8. Government Scheme Registration SATAT Scheme registration (for Bio-CNG supply) GOBARdhan Portal registration 9. Electricity & Boiler Electrical Inspector approval Boiler license (if boiler used) 10. Transport Permission If Mobile DME / gas cylinders transported: PESO transport approval Vehicle hazardous goods permission Short Simple Process: Company → Land → GPCB → PESO → Fire NOC → Plant Setup → Gas Filling Approval → Start Operations. PESO consultant Legal & compliance team Because Bio-CNG + bottling projects are treated as hazardous gas projects in India.
