Legal Obligations For Setting Up Public Wi-Fi Hotspots

Hi,
I'm working on a product which provides kiosk ordering services to local fast-food restaurants. Since we will be providing wireless internet connections to the restaurants to power the kiosks, can we use the same connection to provide public wifi hotspots for the customers as well? It will be implemented similar to the way Tata Docomo provides free wifi in airports and Taj Hotels, etc.
Do we have to take any legal permissions to set up such public wifi hotspots? What are the compliances needed in order to do so?
In order to provide public wifi hotspots there are no restrictions and permissions are required but the cache and if any intrution through your network in hotspot services was used for illegal activities will be punishable. hope you do the best
