Corona is spreading widely but Work from Home Option not given

Hi, I have below question : As the Corona virus is spreading widely many companies are giving work from home option, but my wife's company instead chosen rostering option( they need to go office on alternative days). I am really not understanding how this will prevent by getting infected by Corona, I can understand that the company she is working (insurance) needs staffs to be in the office, but I believe in -self,family, social responsibility comes first and then their business. If something happens (as virus infection can lead to fatal),the company will not come to help. Hence I would like to know can she forcefully stay at home and request her manager to give work from home option ? If they are not ready,by giving same reason can she directly resign ? If so, they may ask to come office to serve notice period ? How better can we solve this ? Please suggest
