Clarification regarding Investment for binary option trading on equity

whether it is legal as per SEBI/RBI law to invest in equity trading in Binary Option under IQoption.com? IQOption.com is a certified broker and regulated by CySec. whose license can be accessed here: http://bit.ly/1sJnxHX . I also checked through various provisions of SEBI as well as RBI and FEMA, where no provision for investment on equity trading in Binary Options platform, either makes or deems such transactions illegal, if they amount below 75000 USD. if the intention of the legislature were otherwise, couldn't it had published the same thing in any explanation or notification?
