Applicability of ICC & compliance for POSH

I need to understand if the ICC is mandatory even if the number of employees are less than 10 & the definition of employee extends to form an ICC as well if yes how to substantiate it with a document

It is not mandatory for an organisation with less than 10 employees to form an ICC. It would however be a good business practice and great practice to implement robust processes at an early stage. You can consider implementing a Code of Conduct for all existing employees, along with a PoSH policy that dictates zero tolerance to discrimination and harassment.
