Legalities around liquor brand licencing in Maharashtra

We are trying to build a company that helps MSMEs in launching their brands. We are first partnering with a small local distillery to launch a liquor. But our little experience is the issue in getting anything worthwhile in return. So we have worked out a deal where we own the brand and licence it to them, we also have developed the flavour and would invest in some very small machinery that will be installed at their site. For this, we will receive a cut on every sale. Eventually when the brand builds some success, the distiller will buy the brand, flavour and machinery from us. I want to understand the legalities to execute this plan, and we won't want to deal with the excise department or any other liquor related burocracy in any scenario.
