This is a consumer dispute. Selling a torn saree amounts to deficiency in service. First send a written notice demanding refund within 7 days. If unpaid, file a consumer complaint. Police complaint is not advised unless clear cheating is proved.

Police complaint is not required at this stage. This is a consumer dispute. Send a written demand for refund and, if unpaid, file a complaint before the Consumer Commission for refund and compensation.
