Legal actions against company for not providing customer care services

i have brought a phone from online shopping. the phone worked 3 month properly but after 3 months it stopped working. i went to service center to repair my phone but they rejected to submit my phone because they haven't completed the terms and policy with the company after one week i call on customer care and told them my problem they said that they will take my phone this time after 4-5 days they submitted my phone but its been more then 3 weeks rhey haven't fixed my mobile phone yet i have submitted many complaints in customer care they keeps on giving excuses that you have to wait we are working on your problem last Friday they told me that my mobile phone is fixed and you can take you phone by giving your email id and password in the service center i went there and asked for my mobile they said that they sre higher authority don't believe on them.my question is can i file a complaint against them?
You can send them a legal notice stating your demands and concerns. If they donot comply with the terms of the notice then you can file a case in the consumer court or the court of civil jurisdiction if you think any of your right has been violated.There are many legal remedies in consumer protection act.
