College is asking for additional fee for Degree

I am a student from a Private Engineering College in Dehradun. I have graduated in June 2017. I paid all the fee on time throughout the course. But now, when the degrees are to be awarded, the college is asking for additional ₹ 800 for the same. They are saying that the Graduation Attire is to be arranged by this money. My issue is that when we have submitted a total fee of about 5-6 Lakhs during the course, why are we required to pay for the Degree in Convocation Ceremony.
You are a student of Private Engineering College in Dehradun you have graduated in June 2017. Before taking admission you have gone through the prospectus if there is a provision for charging the fees of convocation/degree, you are bound to pay the same. If there is no provision for the same, the college can't forced to pay the same in the situation you have an option to file complaint before the consumer court as well as university.
