College asking to pay extra money apart from total fees to get degree

hello, my college creating issue for me, they issued degree to 95% students for free. now they charging 5% student 45k to pay to get degree even after depositing all fees n all on time. im not sure how to teach them a lesson and get my degree, as i fall i those 5% student, please guide.. should i isue a notice for 5cr compensation oe go to consumer court.. my college is in gr. noida if i go in detailing all these, we are 2014 passout batch, and my college took 1.07 lac /yr fee, now college increased fee for 2015 passouts.. which later high court legaliged, but it's not for 2014 batch,

If the High Court has already dealt with the issue, it is highly advised that you send them a representation annexing the copy of the order of the Hon'ble high Court and if at all the college authorities still dont pay any heed to your cause, you can approach the High Court again.
