Carpenter refusing to complete work

In Aug 2021 I hired a carpenter to make our wardrobe , dressing table and bed. He had sent a quote and some designs of what end product will look like. There was no legal contract but he had shared a document which states what will be created in writing and timeline was 20 days. It has been 4 months and we are yet to receive our final product. At every stage he has missed milestone but we cooperated with him . But after multiple follow-ups he had sent bed without headboard , wardrobe without one drawer and dressing table without mirror. He is not picking our calls and doesn't respond to our messages. What can we do ? We have paid almost 90-95% of the agreed amount and looks like he doesn't care anymore as he has the money

I would suggest you file a written complaint against him before a police station for cheating you and giving you below par service. most of the cases of a similar nature get resolved by way of police complaints.
