Hi, there is no age limit for filing the consumer complaint. A minor can file with help of legal guardian.
But ,only the consumer can file the complaint under consumer Protection Act, 1986 .

Section 2(1)(b) of the Consumer Protection Act defines a "complainant" as :
(a) a consumer; or
(b) any voluntary consumer association registered under the Companies Act, 1956 or under any other law for the time being in force, or
(c) the Central Government or any State Government,
(d) one or more consumers, where there are numerous consumers having the same interest.

A minor can file a consumer complaint with the help of a legal guardian.

It depends on the actual age of the person. If a person is below 18 years of age, but able to understand the deficiency in goods or service which he has used or bought, he can very will file a consumer case. For example, if a student has been cheated by coaching institute, he may file a case. ,
