Wrongful Parking on public Road in residential area

Hello! We stay in a residential area in a dead end road where the road is Narrow approx 15 feet.My neighbor parks his car on the road which blocks my car to pass.Every time I need to call him to take his car out.This has become a routine and this delays my work waiting for him.Some times he won’t be at house and this further more delays my work.I told him multiple time to park somewhere which doesn’t block the road and there is no dependency for me to take my car out.He say he will park infront of his house only and won’t park anywhere else and expects me to call him every time.This has become a nuisance day by day as his tenants also parks two wheeler on the road. Is there a way to get rid of this nuisance.I told him that I will give legal complaint and he laughs and you can complain anywhere Awaiting your prompt response Thanks Akash

Wrongful restraint under Section 339 of the Indian Penal Code (IPC) against the person who owns the vehicle or who parked the vehicle or land however more inconvenient it may be than be passing over his neighbours.
