door making workshop running in residential area causing noise ....due to retaliation no one is filing complain ....does any NGO exist or where to file anonymous complaint for respective issue

It shows a noise complaint. File a complaint with the local Municipal Corporation and Police. You can request anonymity or use a local NGO to mediate and protect your identity as per the concerned provisions of law.
