Withholding certificate by college

I am btech graduate student from Telangana my college without my btech certificates & Tc due to pending transfer of funds to college by Telangana government scholarships
hi if the college is demanding fees to be collected for release of certificates then you could approach court by sending legal notice seeking release of certificates by not insisting of payment of dues and for other reliefs
