Will Guj high court accept news paper n TV news report in only as

I want to file a PIL in Guj High Court for Govt's failure to provide clean water, air, good roads, delay repairing of roads, bhuva - big pits. What procedure I sud do?

Before filing the PIL, it is advisable to send a detailed legal representation to the concerned authorities (Municipal Corporation/Panchayat, District Collector, Roads & Buildings Department, Water Supply Department, etc.) and allow a reasonable opportunity to act. If there is continued inaction, it strengthens the PIL and demonstrates that judicial intervention is necessary. Courts also scrutinize whether an effective statutory remedy has been pursued before entertaining a PIL
