Whether my mother is eligible for receiving the full pension

My father had two marriages in his lifetime. after his passing away his pension was divided in half between the daugther of the second wife and my mother. now she has been married and her part of the pension is seized. i asked the department that now the whole amount of pension should be given to my mother but they said that no it gets seized. can you please shed some light on whether my mother is now eligible for receiving the full amount of pension or not?
