What is the procedure to speed up the case hearing

I met with an accident, while I was driving my father expired. I am the accused in the case of Sec 279,337,338,304(A) of IPC. the first hearing date was 30/7/16. The Judge is not framing of charge or plea, it's in a Taluqa Court. Since 2016 only dates are given, due to this I am not able to pursue my career elsewhere. I am a professor by profession, my case is against Govt of Karnataka. What can I do to speed up the process or record my plea?

You may approach the Sessions court or High Court with a prayer for early disposal of your case explaining your difficulties
Have you file a case for compensation under Motor Vehicles Act for the death of your father etc If not do it fast

The Court has to dispose off every case at the earliest. You may ask your Advocate to file appropriate case in High Court, which would help you discharge from the case or for a direction to lower Court.
