What is the case for promisary note

I have signed a promisory note for taking an amount from my friend. Can i know what action can be taken based on this and which court deals with this and what all sections can be imposed
1. the case can be filed in the court for recovery of money by keeping a promissory note
2. they can lodge complaint in police station for cheating and returning of amount
3. they can file case cheating case in court
