Wants to file case against govt

Some portion of my land acquired by irrigation department of odisha for canal since 2011, but till date they are not functional and not able to supply water to my land. Which was the main porpose of giving my land to govt. So i want my land back to me.
You can file a representation before the department putting them on notice regarding their outstanding obligations. this should be your basis on which you can opt to later file a writ petition before the High Court seeking appropriate directions to the Department
