In this case, you didn't tell your state.
Its ok , first you have to see the list of category of hazardous factories on the website of Pollution control committee of your state, after that you can file a complaint with the same.

Morning Sir,

For the aforesaid trouble that you are facing, you should take up this issue with the Local Municipal Corporation and in case if you are talking about DElhi Municipal Corporation then you can file a complaint online depending on the area which has the jurisdiction to entertain such complaints. (North, South & East Corporation).
As per MCD Act, 1957 a factory cannot run in a residential area and moreover to run any business in Delhi or any state in the country the owner of such premises is to have a license to run a business such as a factory which is granted by the local municipal corporation.

you can file a written complaint against the factory. your question is not clear because you did not mention about the kind of factory nor mention the problem which is facing you by the factory, if you want further assistance then you can call me,
