Wall ownership of common parking

One of flat owner in our building whose exterior wall faces common parking area is claiming the whole wall as personal and not allowing others to use the wall to attach hooks for holding common power cable. Who owns the wall and how the ownership can be proved?
you can file a suit for injunction where the court will pass direction to the opposite party the common parking area is being disturbed ownership has to be seen through title deeds which will reveal the title of tjr property
