Vehicle Transfer issue and challan

Hello Sir,
I purchased a bike with Noc but I could not transfer to my name and then I sale to somebody without any letter and he told that I will transfer to my name but it is not transferred yet but challan is being issued on the vehicles Number and I am getting notifications. How will I escape it permanently as My mobile Number is registered somewhere as I am getting notifications. Recently got a challan which is more than the value of bike.
Pls advise how to resolve this permanently.

Please let me know the State in which bike is registered. or you can go to concerned RTA authority to change your phone number. The clerk change your phone number by taking government fees than you can change your number there
