Usage Of Your Flat For Commercial Use Guest House

Hi, one of the residents is using his bungalow as a guest House and is creating a lot of trouble for residents. Every other day a new person comes as a guest and he insist that the resident allow his guest to use clubhouse amenities. He provides bookings thru internet and we are not sure Bout the details of the guest so we are not comfortable in allowing an unknown person use the clubhouse. How can we legally stop this practice or wr can't do this legally. Our society is yet to be registered as a cooperative Society, it mY take few months. If the builder registers it as a Condominium then can we stop this?
