In civil law, one Khasra number (land parcel number) cannot legally exist at two different places. If it appears in two locations, it usually happens due to clerical mistake in revenue records, overlapping boundaries, or fraudulent manipulation of land records. Such duplication can be challenged through proper legal remedies. If a decree (court order) has been passed on the basis of a wrong or one-sided agreement, the aggrieved party has the right to challenge it. You can: 1. File an appeal or review before the higher court under the CPC (Civil Procedure Code), pointing out that the decree was obtained on the basis of misrepresentation or fraud. 2. Approach the revenue authorities (Tehsildar/SDM) with an application for rectification of land records if the duplication of Khasra number is due to clerical or mapping error. 3. File a civil suit for declaration and cancellation of the wrong decree/agreement if it prejudicially affects your rights. Since fraud vitiates even the strongest legal order, a decree obtained on the basis of misrepresentation or a one-sided agreement can be declared null and void by the competent court. Immediate legal steps are necessary to protect your interest and avoid further transfer or encumbrance of property.

Different Villages / Revenue Estates – Khasra numbers are unique only within one village/revenue estate. The same number can exist in two different villages. So, if the area is different, the number may repeat. Sub-division of Land – Sometimes one original Khasra is divided into parts (e.g., 123/1, 123/2). If records are not updated properly, confusion may arise and people may treat the same Khasra as existing in two places. Clerical / Record Errors – Mistakes in revenue records or mutation entries can also lead to duplication of the same Khasra number at different locations.
