The water canal which was dug by the government for irrigation

My neighbour farmer burried the canal and stopped the water canal, how to lodge a complaint regarding that and under which section I can file a complaint

hi if your neighbour had digged the borewell without any permission and blocking the way then you could give complaint to concerned authorities to take action and if they failed to take action then you could file petition in court
