School Leaving Certificate - School Asking For First Installment Fee

My was studying in Orchid international school nigdi, but this year we change the school, As per school policy those who are applied for leaving certificate be 20th April on those will get. Now they are demanding first installment as 50k to provide TC or settlement of 25k half of first installment. We are not condition to pay money . Can they legally ask for fees for TC .What can next to be done?

No they cannot ask for any kind of fees to provide TC. It is their duty to provide TC. There is no settlement there. You can start by writing letter to provide you TC. After that, a legal notice to School and complaint to Education Board.
