Rights in easement/common passage

I have purchased a rear property where front portion is currently a flat. The entire front portion is registered for the flat and registration during subdivision states that they allow access to rear portion through a 7 feet wide passage. Rear owner is entitled to use it for going to the plot. There is no other access for rear plot. What are rights for rear owner now? 1. Drainage and power line laying on the passage. 2. Use the passage for entry and exit by car? Front owner has car parked on passage blocking pathway
