you can file a writ petition in your State High Court under Article 226 of the Constitution.I can help you. The court can Direct the college to immediately release your certificates. Penalize the college for violating UGC norms. According to the University Grants Commission (UGC) Notification dated October 2018: • Colleges cannot retain original certificates of any student. • Colleges cannot demand advance fees for the entire course. • If a student withdraws before or after the course begins, they are entitled to a refund as per UGC rules. • Keeping certificates as “security” for fees is illegal. A formal legal notice should be drafted and sent by a lawyer to your college, demanding: • Immediate return of all original certificates. • Withdrawal of the demand for full 4-year fee. • A response within 7 to 10 working days.i can help you to get back your certificates

hi if they are not returning the original certificates from the college and if that college is insisting tk pay the entire fees then you could approach the court seeking direction to college to return the original certificates
