MY BROTHER DISCONTIUED FROM Government aided Arts and science collage IN SECOND YEAR 2023, BUT NOW THEY ARE DEMANED TO PAY FULL FEES TO GET CERTIFICATE , CAN I GET CERTIFICATE WITHOUT PAY FEE?
