Related to recovery of Certificates I've submitted in my university.

So I've planned to drop out of my university after taking a readmission, which was due to my lack of attendance and now after attending the college for 2 months I planned to drop out and prepare for other competitive exams but the university is demanding a full payment of fee to return my certificate.
you are drop out the university but your study documents took the university at the time if admitions right . so you have to give one representation to your university first with advocate then also they not return you can file a Writ petition in high court and take a direction to return the document. and you have to fallow the university rules and regulations
