Regarding filing of PIL in a situation where an FIR has been lodged

can a person File a PIL. if any FIR has been lodged against him in concern with the same matter in which he is filing a PIL
No if a false FIR has been registered,then either u have to file a petition under section 482 CRPC or a Writ under Article 226 for quashing of FIR or for proper investigation into the matter if someone is falsely dragged or implicated in a criminal case or for some other reason . The high court has powers to pass necessary orders /directions .Contact me for any help.
