Recruitment of group a post in punjab state

03-Jan-2023 (In Civil Law)
Punjab public service comission holded a exam for group-A with a condition of 40% cut-off in written exam to appear for interview. Doing so now the SC category is having 50% seat vaccant. Is there any rule by which lowering of this cut off percentage can be asked , the commission be insisted to recruite again from the applied applicants or these will go as backlog till next recruitment??
