I want to make central EWS certificate but the bottleneck is I have state domicile of Uttrakhand but currently reside in Delhi and have adhar card and Voter ID of delhi , but my father due to job profile (private) lives in haryana and have adhar card of haryana , so which state should I approach for issuing my EWS certificate as income certificate of my father will be issued in haryana

you may apply for a place where you live and have property or work so as to show all the documents. Also adhaar address can be changed and it's not a big deal and a prerequisit for you to apply for EWS.
