If the Greater Chennai Corporation's online pet licensing portal is not functioning due to technical issues, you may first submit a written representation to the Commissioner requesting an alternative offline payment and licensing mechanism. If no effective action is taken despite repeated requests, a Writ Petition under Article 226 of the Constitution of India can be filed before the Madras High Court seeking a direction (Mandamus) to provide an offline mode or rectify the online system within a reasonable time. The court may issue appropriate directions if the non-functional portal is causing hardship to the public and preventing compliance with statutory requirements.
